This is a needs-tested program; the published presumptive financial-need threshold is $114,637, effective January 1, 2025.Pennsylvania resident with qualifying wartime service, honorable or under-honorable discharge, qualifying ownership, and permanent 100% service-connected disability, individual unemployability, or specified severe disabilities. Vehicle registrationFree registration pathwaysQualifying severely disabled veterans can obtain free annual registration. A separate program waives registration and title fees for one eligible passenger vehicle or truck of 9,000 pounds or less; plate fees can remain.The severely disabled plate pathway requires qualifying total service-connected disability or specific statutory disabilities. The separate MV-371DV pathway includes service-related loss of a limb or eye, partial paralysis, former POW status, Medal of Honor or Purple Heart. Hunting and fishingDisabled veteran fishing licensesEligible resident veterans with 100% service-connected disability can receive free fishing licenses. Veterans with 60–99% service-connected disability qualify for reduced-price licenses.Supply residency and VA disability certification to the Fish and Boat Commission or county treasurer. Annual and lifetime eligibility differ. Hunting licenses have separate Game Commission eligibility; fishing eligibility does not automatically cover hunting.Official program details
State parksDisability campsite discountPeople with a disability can request $4.50 off the base campsite price. Pennsylvania state parks generally charge no entrance fee to any visitor.Request the disability discount when reserving a campsite; additional campsite, facility and reservation charges can remain. EducationEducational Gratuity ProgramEligible children can receive up to $500 per semester or term for eight terms, with a $4,000 maximum, toward qualifying Pennsylvania education costs.Child aged 16–23, five years of Pennsylvania residence and financial need; qualifying parent served honorably in wartime and has total permanent service-connected disability or died from qualifying wartime service. Income taxDisability compensation is tax-freeVA disability compensation is not taxable income. EmploymentCommonwealth veterans’ preferenceEligible civil-service applicants receive 10 examination points and appointment preference under the applicable selection rule. Covered non-civil-service appointments have separate interview and conditional-offer requirements.Meet Pennsylvania's statutory veteran definition and the position's qualifications; certain surviving spouses and spouses of permanently totally disabled veterans also qualify. Bring your current VA benefit or award letter and the documents required by the administering agency. Exemptions may require an application, county approval and renewal. Federal compensation and state benefit eligibility are separate.
