The plate does not itself provide accessible parking. | Washington resident with honorable service and 100% service-connected disability documented for one year, or specified service-related loss of use of hands or a foot, or blindness in both eyes. Statutory eligible dependents receive tuition and fee waivers subject to conditions, with up to 250 quarter credits or equivalent; the textbook stipend depends on appropriations. | Washington domicile, qualifying military service and discharge, and program-specific student rules. Dependent pathways include a qualifying veteran rated 100% disabled, service-related death or POW/MIA status.
